The article contains main provisions for the use of “lean” concrete in the constructions of rigid and non-rigid pavements. Criteria for the need to use this material in bases and pavements are presented. The classification of “lean” concrete depending on the constituent components is specified. Structural working diagrams are presented; an algorithm for choosing the type of material and its parameters for calculating the pavement is defined. Positions that affect the design of rigid and flexible road pavements with the use of “lean” concrete in the base and pavement are presented. Existing regulatory techniques, according to which the calculation of rigid and flexible pavement is made using the rolled (“lean”) concrete, are shown. Foreign experience of some leading countries in design, construction and operation of highways with constructions of their pavements made of “lean” concrete is presented. Conclusions about the prospects of the use of “lean” concrete in constructions of rigid and non-rigid pavements are formulated
